OPEA Applauds New Budget Agreement

OKLAHOMA CITY (January 27, 2010) – The Oklahoma Public Employees Association applauds the recent announcement of the injection of $7.2 million dollars into the Department of Corrections 2010 budget.  The agreement between the Governor and legislative leaders means a handful of agencies will receive supplemental appropriations.

“The Association is thrilled with this announcement,” said OPEA Executive Director Sterling Zearley.  “We appreciate the hard work of DOC Director Justin Jones, Public Safety Chairs Representative Randy Terrill and Anthony Sykes, as well as House Speaker Chris Benge and Senate Pro Tem Glenn Coffee.  This addition to the budget will eliminate the need for DOC furloughs.  OPEA’s work with the combined sub-committees on Public Safety and the agency has paid off in a big way for our members in Corrections today.”

House Public Safety Chairman Randy Terrill commends OPEA for their involvement.  “OPEA has been a critical part of this resolution,” Terrill said.  “They toured with the committee, provided testimony at each meeting and gave the legislature a clear view of the value our corrections employees provide daily.  Without OPEA’s involvement there certainly could have been a different outcome with employees being furloughed.  OPEA and its leaders are to be commended for their diligent efforts in representing the interests of Correctional employees.”

Zearley pointed to OPEA’s volunteer leaders who helped spearhead the effort.  “We have a huge list of leaders in DOC from JHCC, HMCC, OSP, JCCC, P&P and LARC that have given time, made phone calls, and held meetings,” Zearley said.  “They are a large part of our success on this issue.”

I just want to thank all of those involved in this effort to obtain more monies for the Department. I'm grateful for not having to furlough because it would have been a devasting affect on my household. I'm truly thankful to still have a job as well. If it came to furlough or keeping my job, I would have preferred to furlough, but thank God, we don't have to do that at this point. Thank you all once again.

Couldn't they have given DOC 1 Million more to fully fund them instead of giving "Education" 88 Million. It appears "Education" is more important than Public Safety.

I also would like to thank all involved in this effort. It is great news and prayers were answered. Furlough days would have made it extremely tough for my family. I am very greatful and thankful for my job however being furloughed would be the lesser of two evils. Thanks again.

The 7.2 million is nice BUT the additional 11 million needed to cover the additional 5% cut each month has to come from somewhere How many jobs will be lost to cover the budget reductions??More needs to be done I would rather furlough than lose co-workers

While money does need to go to Education, why Higher Education? Tuition and books are through the roof, they should not need state assistance, or lower tuition. Thank you OPEA and all that helped us not get furloughed!

THANK YOU!!!!!! to all of the involved parties for obtaining the additional 7.2 million for the DOC. Being a DOC employee, I was truly dreading furloughs as it, like many others, would have dramatically affected my family. I'm very grateful to have a job right now, as many others are not so fortunate during this time if financial crisis. It just proves that God does answer prayers. Thanks again to everyone. God bless all of you!

You guys who are happy about not being furloughed will be singing a different tune when you and 400 of your closest friends are RIF'd. When that happens, call me, I'll help you update your resume...

The elimination of furloughs is not a good thing. The directors hands are tied and the only way to accommodate the additional cuts are to cut positions, PERMANENTLY. Uniformed staff will be safe... the rest of us are in jeapordy.

I agree with Resume Updater and Concerned Unclassified and am not singing OPEA's or DOC's praise at the time being. The day after being told the furlough's would not go into effect I received the call relating "that after a quarter century of dedicated service I was being forced to retire". I hate to be the one to rain on your celebration and parade by showing you what you have to look forward to. By the way quess what I'm doing today - packing up my personal effects accumulated from over 25 years service. What a glorious for one of your fellow workers.

To Involuntary Buyout: I do feel for you, but to try and put the blame on OPEA is not reasonable!!! OPEA works for the benefit of all state employees!!! their hands are tied sometimes when it comes to Agency Directors and what they feel needs to be done with unclassified employees (which I have a feeling that you are!!) Like I said, I do feel for you, I am tired of the legislature balancing the budget on the backs of state employees. What would be your solution???? Furlough lower paid employees, many of who are working from pay check to pay check, for enough days so that you don't have to be let go!!!! To be honest the only real solution is to have more money coming in and quit giving so many tax breaks where they are not needed!!!! (60 million to get the Thunder to come to OKC!!!!) Why are you on the back of the Director and OPEA,,, Why are you not upset and taking some kind of action against the Mayor of OKC, the Legislature and those who are really responsible!!! The Director is not the one who cut the budget,,, The Director is considering the needs of the many!!!! One question to you and Resume Updater and Concerned Unclassified,,,, are you members of OPEA and have you ever made the effort to come to a Lobby Day??????? answer honestly,,,,,,, this should be a wake up call to all state employees,,,, join the only association fighting for all state employees,, we must make an investment in our jobs and OPEA is the WAY!!!! They are the hammer but "WE" as state employees must build the house!!! Put the blame where it belongs not where it is convenient!!!!!

All of us, we must fight for each other,, Join now!!!!! even if you do not have the time to come to meetings being a member helps with the fight,,,,, Saying, "I don't need to be a member because I will get what ever everyone else is getting anyway!!" can no longer be true,,,, just ask "Involuntary Buyout". Be part of the solution,,, Join OPEA and invest in your job and help other state employees fight for theirs,,, together we can make it happen!!!! and we have been making it happen..... Wait until you see you co-workers rifed. That is not pleasant. At least if you are getting a buy out that is more than most of the other state agencies are giving. So while I am happy for DOC I think is time for you guys to recognize that there are other state employees who are hurting just a bad or worse than you.

Mr. Rogers, I'm sorry I wasn't more clear about my feelings. I do not blame OPEA for anything. I DO support Director Jones in what must certainly be the most difficult time in his career. What I'm concerned about is that the legislature would give a little bit of $$ to offset furloughs but then continue to demand cuts in the DOC budget during a time of growth.

Unemployment in OK is at an all time high. A cut in pay would be difficult for everyone, but it would certainly be easier to recover from than a lost job/career. I think the celebration over not being furloughed is short sighted and doesn't take into account the big picture.

To Resume Updater: How about trying to recover from losing your house, or feeding your kids, or trying to get the lights back on after they have been turned off becuase of the bill not being able to be paid because of furlough money lost. Many officers and several non-uniform staff qualified for food stamps before all this hit,,, I am just saying we need to fight the fight for everyone not just a few. I understand that the majority of the workers would more then likely recover but what about the ones who would not have been able to recover???? what, just cast them aside and not be a voice for them???? sorry but I believe we should stand strong and fight for all state workers not just those making above a certian amount!!!!!! I understand that we are far from being out of the woods,,, (please read my previous statements) but you must understand,,, we have to fight the battles as they come and try to anticipate but no one knows what the future holds including you. It is hard to know when to draw the line but it is not hard to know when people are hurting and when it is necessary to say enough,,,, state workers did not cause the budget shortfall,,, state workers did not give a 60 million dollar tax break to a Pro Basketball team,,,, then why should any state worker have to have their children go without to help conpensate for it???? simple they should not,,,, when furloughs are spread out across the board evenly,, and I mean evenly to include Education, Legislature everybody, then I might agree with you but until then, why should anyone be furloughed as a state employee that is despretly needed in their job.

Mr. Rogers - maybe you should wake up and smell the coffee. There are a large number of agencies furloughing staff. So why are you just concerned about DOC. I thought the whole reason OPEA changed how they did Board seats was to have better representation for all members (not just DOC) so maybe you need to rethink what you are saying because you are coming across in a not so positive light. What you are saying is it is okay for others to be laid off or furloughed as long as it is not "in your town".

As State DOC employees, and citizens, our recommendations to our State Representatives and House Leaders should focus on generating new state revenue, combined with cost savings. Regenerating taxes may be un-popular, but furloughs and RIF's are more damaging to managing a household budget with greater immediate loss of cash. New revenue could focus on reviewing the tax breaks given over the past 20 years to the Energy Industry. Following the oil boom of the late '70's our State revenue and Agency allocations were abundant. Progressive and continual tax breaks to energy and exploration companies has reduced state revenue while we observe these companies reporting excessive profit margins. Cost savings must include legislative review of changes in sentencing laws. Review and change the 100% and 85% sentencing mandates. In addition, stop the expensive practice (Judges) of lenghty sentences given to non-violent offenders. Enhance drug court options and decriminalize simple possession of marijuana. These are feasible, immediate cost saving reductions in overall correctional costs.
