This Oklahoma Public Employees Association (OPEA) position is a full-time Membership Services Representative (MSR) for Central Oklahoma. The person selected or the job will be the key OPEA contact for members, state employees and retirees in the Oklahoma City metro area. The position is located at the OPEA offices in Oklahoma City. This position requires some overnight travel.
Position Definition
The Membership Services Representative (MSR) position is a key point of contact between the Oklahoma Public Employees Association (OPEA) and state employees who are potential OPEA members, current OPEA members, and local state agency officials in their locale. Their primary responsibility is recruiting new OPEA members which will lead to membership growth. They will also develop relationships with members to facilitate increased participation in OPEA activities.
Under general direction from the Membership Director (MD), the MSR will recruit new OPEA members; organize state employees at state agency worksites to improve state employment and help address local state agency and worksite issues. MSR will encourage, educate and train new OPEA members to participate in association activities and facilitate members’ participation in local and statewide OPEA events.
Examples of Work Performed
Under the general direction of the MD, MSR will visit various state agency worksites (i.e. Department of Human Services, Office of Juvenile Affairs, Department of Transportation, etc.) in their area to inform state employees about OPEA and encourage them to become OPEA members. MSR will engage current OPEA members at the worksites to facilitate them becoming more active in OPEA. MSR is responsible for arranging those agency visits.
MSR will engage and organize state employees in their area to inform them about employment issues, advocacy opportunities, OPEA events through direct contact at worksites, by telephone and electronic media. MSR will mobilize members in their area to participate in OPEA rallies and events both inside their area and statewide. They will also listen to members about concerns they have about their work or worksite and report those concerns back to MD.
MSR will lead area OPEA members in promoting OPEA at their local worksite, participating in local and statewide OPEA activities like rallies, annual convention and elections; and developing OPEA worksite chapters.
MSR will assist OPEA leaders, staff and members to develop and implement member recruitment strategies.
MSR will work with OPEA leaders, members and staff to develop and implement an organizing plan for their area’s work locations. MSR will assist members in the development and implementation of strategies to address work location issues.
MSR will maintain plans, files and related documents on targeted work locations and chapters. They will assist, as needed, with OPEA’s legislative program, answers inquiries from members regarding public employees’ rights and benefits and performs related work as required and assigned.
Knowledge and Skills
OPEA is seeking someone who is knowledgeable of issues concerning state agency employees and the services they provide and would be able to establish and maintain working relationships with members and state employees even in situations where there are differing opinions and viewpoints. They will be experienced and proficient in communicating verbally with individuals and with large and small groups. They will be proficient and comfortable with public speaking. They will exercise good judgment in evaluating situations and making decisions.
Salary and Benefits
The salary for this position is negotiable within a range of $32,000 to $35,000 annually. OPEA offers a comprehensive benefit package including the opportunity to choose among health, life, and dental insurance plans available to state employees, and life insurance coverage will be the basic plan provided by the Oklahoma State and Education Employees Group Insurance Board. . In addition, OPEA provides funding for 50 percent of employees’ dependent health insurance premiums, if the employee opts to cover dependents through OPEA.
Full-time OPEA employees earn paid sick and annual leave similar to state employees as well as longevity payments after two years’ service.
OPEA offers full time a SEP-IRA retirement plan established by that employee after 12 months services. Each employee will have full vesting privileges in funds and any earning associated with the funds
A car will be provided for OPEA-related travel.
Education and Experience
The successful candidate will have a background as a public employee and will have earned a Bachelor’s Degree or they may substitute a minimum of four years of experience as a public employee for the Bachelor’s Degree requirement.
